Ley de Cantabria 2/2004, de 27 de septiembre, del Plan de Ordenación del Litoral.\nSe distinguen los siguientes Ámbitos de Planificación:\na) Ámbitos de Interés Ambiental (IA): Espacios situados en el área Marítimo-Terrestre, que marcan el contacto directo entre el ámbito marino y el continental. Integran los IA: playas, arenales y sistemas dunares asociados, marismas, humedales litorales y zonas continentales asociadas territorial y funcionalmente, acantilados y orlas litorales. A estos biotopos se suman o solapan los terrenos incluidos dentro de la servidumbre de paso del Dominio Público Marítimo-Terrestre. Su finalidad es preservar y regenerar las áreas litorales de interés ambiental, preservar sus funciones ecológicas y formalizar una red de espacios de valor ambiental y uso público conectados entre sí.\nb) Ámbitos de Interés Territorial y Paisajístico (ITP): Espacios que por su sobresaliente relevancia paisajística, alta exposición visual, funciones ambientales o proximidad o afección por riesgos se propone el mantenimiento e implantación de usos agrícolas, forestales, de espacios libres, recreativos, deportivos, culturales y aquellos otros que justificadamente resulte imprescindible ubicar en estos ámbitos, así como medidas para contribuir o complementar\na los corredores ambientales y fomentar el ocio y contacto con el medio natural, todo ello sin menoscabo de los valores ambientales y paisajísticos existentes.\nc) Ámbitos de Integración (AI): Espacios estrechamente vinculados a áreas sometidas a procesos de transformación urbanística de diferente intensidad, integradas o próximas a lugares de interés ambiental y paisajístico o significativa exposición visual. El objetivo en estas áreas es posibilitar la transformación urbanística de forma integrada en su entorno, con las necesarias exigencias de preservación de los valores ambientales y paisajísticos existentes.\nPara ello, el PEB establece cinco grados en función de sus valores ambientales, exposición e interés paisajístico, aptitudes territoriales y paisajísticas, objetivos territoriales, tipo e intensidad de la transformación territorial del ámbito y su entorno inmediato.\nd) Ámbitos Estratégicos (AE): Se incluyen ámbitos que por sus significativas y únicas características geográficas, ambientales, paisajísticas o culturales conforman hitos territoriales en el contexto de la Bahía de Santander.
